KIYO Project (2014-2016)

The implementation of the KIYO PROJECT ended last 2016 which sought to make the Barangay Council for the Protection of Children (BCPC) of twenty-four (24) barangays in the cities of Malabon and Navotas functional and responsive to the needs of the children-at-risk and the children-in-conflict-with-the-law within their jurisdiction.

In 2014, HLAF through its Center for Restorative Action (CRA) program, implemented a three-year project with KIYO in partnership with the cities of Malabon and Navotas in order to make the barangays capable to take up their responsibilities towards children and to improve the quality and implementation of child-related laws, policies and programs.  The project was a response to the lack of proper attitude, skills and knowledge in the communities to properly implement the Juvenile Justice and Welfare Act of 2006 as amended.  As a result of this improper/non-implementation of the law, violation of and non-protection of the rights of children at risk and children in conflict with the law were rampant in the barangays.  Children were not given proper intervention and worse, many children unnecessarily came in contact with the criminal justice system.

The project primarily consisted of eight (8) training modules divided into three groups of trainings and designed to (group 1: basic trainings) organize and strengthen the BCPC; (group 2: advanced trainings) make the BCPC responsive to the needs of CAR and CICL; and (group 3: sustainability) make the BCPC sustainable.

The essence of HLAF's project, however, is not the training framework but the mentoring and coaching.  After every training, HLAF required the participant barangays to submit outputs.  The outputs required were necessary in order to make the BCPC's functional and JJ Responsive.  HLAF staff regularly visited the barangays in order to assist them to comply with the requirements.

To monitor the progress of the barangays, HLAF devised the HLAF BCPC Functionality Permeter Tool, by which the barangays were assessed and evaluated once every quarter.  HLAF also hosted a quarterly Kamustahan meetings and monthly TWG meetings in order to monitor the BCPC's progress.

By the end of 2016, after three years of implementing the project, HLAF was able train and functionalize twenty-four (24) barangays from the Cities of Malabon and Navotas whichi were able to help and assist four thousand, seven hundred and ninety (4,790) children-at-risk and children-in-conflict-with-the-law in three years.

Below is the logical framework which guided HLAF in implementing the project.  The table also shows HLAF's accomplishments for the last three years vis-a-vis its targets for every indicator.
