To disseminate information for the annual activities of the organization, the Humanitarian Legal Assistance Foundation (HLAF) Center for Restorative Action (CRA) program organizes series of Technical Working Group (TWG) meeting to HLAF partner barangays last October 21, 22 and 25 at Brgy. Pinyahan, Brgy. Bagbag, Quezon City and Brgy. Deparo, Caloocan City respectively.

The said TWG meetings were conducted to inform HLAF partner barangays at Quezon City and Caloocan City about the 5th Barangay Council for the Protection of Children (BCPC) Congress and HLAF 15th Anniversary Celebration.  Also, CRA team aimed to update the barangay’s BCPC Permeter as it is the main component for the upcoming “Tatak Barangay” contest on trail-blazing practices of the BCPCs in implementing the Juvenile Justice and Welfare Act.

Annually, HLAF holds the BCPC Congress as a space to discuss challenges confronting the BCPCs and in turn can pose solutions to such problems through the sharing and exchange of various experiences and successful practices by the participating BCPC personnel.  And in turn, this organized activity is a tangible and strategic advocacy drive for the proper implementation of the juvenile justice. This is also an opportunity for networking to JJWA implementers in the community level.

This year marks HLAF 5th BCPC Congress in conjunction with the 10th anniversary of the Juvenile Justice and Welfare Act, which has always been central in the annual conduct of this event. Moreover, the theme of this year’s BCPC Congress is “Tamang pagpapatupad ng JJWA, BCPCng gumagalaw ang gagawa”. It will specifically focus on the sustainable and effective practices and innovations of the barangays in line with the implementation the law protecting the children and youth.

The congress will be on December 6-7, which will gather partners from Quezon City, Caloocan City, Malabon City and Navotas City as main participants. Participants are direct implementers of the JJWA in the barangay level. The gathering of the participants will facilitate their learnings in the trends of the practice. Invitees at the congress include the BCPC Chairman, Co-chairman, and two case managers.

Also, there will be an upcoming TWG meeting at Malabon City and Navotas City this November.

HLAF looks forward to the participation of different barangays to show their support on the advocacy of proper implementation of Juvenile Justice and Welfare Act.
