HLAF, in partnership with Manila City Jail, pilots Lakbay Aral this 2018

To extend awareness of pressing issues in penology and to ensure that they use the human rights based and rehabilitative approach in approaching them, the Humanitarian Legal Assistance Foundation, Inc. (HLAF) tapped Manila City Jail Male Dorm and initiated the Lakbay Aral last Feb. 22.

As piloted by HLAF, the Lakbay Aral aims to immerse Jail Paralegal Officers from different city jails and adopt good practices between jails. The conducted activity gathered BJMP Paralegal and Records personnel from Caloocan City Jail Male Dorm, Malabon City Jail Male Dorm, Navotas City Jail Male Dorm, CAMANA City Jail, Pasay City Jail Male and Female Dorm and San Juan City Jail Male and Female Dorm.

HLAF Jail Decongestion team led by Atty. Aubree Sadural, Mr. Juanito S. Vinluan and Mr. Melvin Caymo together with two 4th year Development Communication interns from Batangas State University, participated during the Lakbay Aral at Manila City Jail. Through this, the BJMP Officers of Manila City Jail showed their “Weekly Orientation of Newly Committed Persons Deprived of Liberty (PDL)” headed by JO3 Malou Telan and carried out by J/SINSP Natividad, SJO2 Eva Boyo, J/INSP Jayrex Bustinera, SJO1 Edgar Angeles Jr. And Atty, Jasmin Puno from Public Attorney’s Office. The orientation revolved on the programs, benefits, and rules PDLs need to know. Important information and details about PDLs cases and hearing were also discussed.

“…the coordination with PAO and data management is what’s really notable (during the Lakbay Aral)…” Mr. Vinluan quoted during the facilitation of the Lakbay Aral.

After the orientation, J/INSP Jayrex Bustinera presented the new system of Manila City Jail in keeping the records of detainees to other BJMP Officers of different city jails and HLAF team. The presentation summed up the efficiency and convenience of the system. Questions and concerns were raised by Atty. Sadural and other BJMP Officers. J/INSP Bustinera has also offered help to teach their new method of keeping the information of the detainees to the other BJMP officers.

“Sana maadopt sa lahat ng jails (ang masterlist ng jail data and statistics) dahil makakatulong ito sa kanila.” JO1 Jobelle Gino from Navotas City Jail noted after the presentation of J/INSP Bustinera.

“Nasiyahan ako sa presentation ni J/INSP Bustinera sapagkat bilang NMIS enthusiast, mas magkakaroon ng karagdagang kaalaman sa NIMS…” JO3 Villamora added after the presentation.

It is expected that Lakbay Aral will continue to help city jails not only to know the programs, methods and systems of other jails but also to adapt this new method for the improvement of the jail systems in the country.
