HLAF, BJMP initiate the 1st Quarter Jail Paralegal Officers’ Kumustahan this 2018

Forty-six Bureau of Jail Management and Penology (BJMP) officers attended the 1st Quarter Jail Paralegal Officers’ (JPO) Kumustahan last April 23 at BJMP Regional Officer-National Capital Region.

To serve as an outlet for sharing of good practices and updates, HLAF Jail Decongestion team invited resource speakers to discuss the Estipona case, NCR Inmate Welfare Department (IWD) Help Desk, and the computation of Good Conduct Time Allowance (GCTA).

BJMP Regional Director for NCR, J/C Supt. Dennis Uvas Rocamora, welcomed the participants at BJMPRO-NCR during his opening remarks in Kumustahan. He also shared his gratitude for the opportunity to have a forum where they might find the solution to jail congestion.

Atty. Camille Ting from Office of the Court Administrator discussed Estipona case. She talked about the offenses subjected for plea bargaining and acceptable plea bargain. Questions were raised after the discussion. Some of questions are why they did not include Section 13 on plea bargaining? what would be the guarantee that detainees wouldn’t re-offend after? would it be possible to give trainings to paralegals and give them accreditation in place of the lawyer? and if plea bargaining is also applicable for cases that occurred during the past years?

The discussion was followed by the IWD Chief, J/S Insp. Michelle Ng Bonto of National Capital Region (NCR). Her discussion was about the Help Desk of the NCR-IWD. She tackled the guidelines for implementation and the requirements of help desk, the process flow is also included in her presentation on the guidelines. 

JO1 Mark David Montes from National Head Quarters IWD Services elaborated time allowances computation right after J/S Insp. Bonto. He discussed the grounds for disqualification for GCTA, the computation and factors to be considered for adjustment of the date of release, computation for convicted Persons Deprived of Liberty (PDL), and Special Time Allowance for Loyalty (STAL) for escapees and non-escapees.

HLAF and BJMPRO-NCR are very thankful to all the participants on the 1st Quarter JPO Kumustahan. They also extended their gratitude to the resource speakers who gave time in discussing topics which could help JPOs and giving clear response on their concerns. Also, HLAF is looking forward to the next JPO Kumustahan for the 2nd quarter.
